Seattle 20-cent bag charge: a fee or a tax?

On August 18th, Seattle voters will decide on whether to accept a previously passed bill requiring Seattle supermarkets, drug stores and convenience stores to charge shoppers 20-cents for each disposable plastic or paper bag they use. But the divide between supporters and opponents seems tied to the phrasing: is it a tax, or a fee? Marc Ramirez reports for the Seattle Times on how this may affect voters.
